Recon - User Assignment

We need a much easier way (outside of SQL) to add users to individual Recons in a model (Balance Pools). We need a way to add a single user to many recons (think 100 or 1,000) or one Recon to Many Users

      What SQL? can you share the SQL that can be used?

      At the same time can the following be taken into account- Hub services should not need restarting .

      Model created, recs created users assigned. Brilliant. A new user is added to the system (desktop then web). User cannot been seen in the rec assignment pop up until the Hub service is restarted.
