Interactive Dashboard Authorization

Interactive Dashboards should allow for assignment to users / roles, and for configuration of personal dashboards.

User / Role Assignment: At dashboard configuration, assign the dashboard to specific users (if a role concept is added for authorization, then this should be assigned to roles).
Personal Dashboards: Allow users the ability to configure dashboards for their personal use. These can be changed to Public view if necessary.
