Ability to view Historic Items in NextGen 19.3

At the moment, there is no possibility to view Historic Items in NextGen 19.3 Web. It is only possible to view Historic Items in Desktop.

    planned to be released in 20.1 March. This was demo'ed in the internal sprint review on Feb 6th.
