IntelliMatch NextGen UI

Provide facility to open and close intellimatch Accounts by a  process. Right now, closed accounts are managed in intellimatch by pre-fix or post-fix the account names with a string such as "Closed". For control purposes, accounts in intellimatch needs to be closed in proper process such as 1) sign off by account owner 2) No one should be able to edit items in the closed accounts etc.,
